Asia NGO Jobs Vacancies Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF is a member of Islamic Relief Worldwide Network intervenes in more than 30 countries around the world through operations of emergency relief, rehabilitation and development. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender.
In response to the current crisis in Syria, SIF is expanding its humanitarian response. In view of this operation, SIF is urgently recruiting a logistics & Security coordinator (M/F).
Under the supervision of the Head of mission (M/F), he is responsible for facilitating the implementation of all logistics & security aspects regarding the support of SIF programs in the area
Missions and activities:
? Logistics Management• Coordinate the logistics activities all over the missions by being in support and in close collaboration with the project staff and the support staff• Supervise and provide a logistical support to the different SIF bases and projects• Provide training to the logistics staff to ensure SIF guidelines are well implemented• Directly manage logistics national staff• Opening/shutting down at a logistical level of any SIF base in the area, and ensuring their regular follow-up and maintenance;• Report on a regular basis about all logistics activities within the mission to the Country mission coordinator, and to the HQ logistics officer; • Validation of other provision contracts (rental, service...) at the administrative level
? Procurement Management
• Make sure SIF (and donors’, if required) procurement procedures are implemented and respected• Identify and plan the mission’s purchases beforehand (by project) in collaboration with all relevant staff (PM, HOM, HQ Log…)• Monitor local supply sources and chains and optimize supply to the field locations • Ensure smooth transportation, delivery and reception of goods including proper required documentation
? Stocks Management
• Make sure SIF (and donors’, if required) stock management procedures are implemented and respected• Provide regular inventory (bi-monthly, monthly quarterly, yearly) for the different items stored within the SIF missions• Ensure proper warehousing, stock management, and control systems, including documentation and reporting
? Vehicle Management and Maintenance
• Make sure SIF (and donors’, if required) vehicle management procedures are implemented and respected• Supervise the general follow-up of the SIF mission vehicles (consumption checks, movement planning, etc.)• Ensure a regular maintenance on the different vehicle of the mission, setup appropriate maintenance contract with suppliers or ensure an appropriate repair process with local technicians
? Security Management
• Ensure the implementation and the respect of the security processes, guidelines & tools defined on the mission (in collaboration, and under the responsibility of the mission coordinator), and the correct use and knowledge of all relevant security tools, procedures & processes by all the members of the mission in close links with the mission coordinator• Attend to interagency security meetings (when the mission coordinator cannot attend to them)• Monitor and evaluate compliance of programmes and locations with logistics and security • In charge of the general security on the mission during mission coordinator leaves of absence (in close collaboration with HQ).
? Representation• In charge of negotiation and relationship with local and administrative authorities in his fields of responsibilities• Contribute to the promotion of effective co-ordination between, Government, UN, NGO and where appropriate, other bodies• Participate to logistics and security coordination and information meetings (NGO coordination, etc.)
? Ressources and Financial Management• Outline the resource requirements for the support of programs and ensure that systems are in place for the effective management of resources in relation to finance, transport, supplies and capital assets, including maintenance of assets register and vehicle logbooks.• Ensure that effective and secure budgetary control of the program’s finances and expenditures are established and maintained, in line with SIF financial procedures & guidelines

How to apply Asia NGO Jobs Vacancies:
• 3 years of Professional experience in the related field• Experience in NGO necessary, preferably in emergency context• Substantial experience in logistics & security coordination, including procurement, supply chain, fleet management & inventory• Strong leadership skills and a supportive management style (experience managing national staff) • Flexibility to operate in unpredictable and unsecure environments. • Strong communication skills, with excellent written and spoken English • Proactive approach to problem solving in difficult and isolated locations• Excellent written and spoken English (and desirably French and/or Arabic) • Familiarity with Syria and/or the Middle East working context is an asset
