Major Tasks of the International Consultant

• Identify and review relevant international and national literature
• Develop (or support the development of) and validate a general workplan for the national level technical task force in consultation with members, so that availability of time can be booked in advance
• Organise consultations and discussions with technical groups and partners as and when appropriate as per time line in the work plan
• (If applicable) Develop TOR of the national consultant (or consultancy)
• Develop and finalise the detailed methodology and tools of the study in consultation with the national consultant(s), the technical task forces and other partners
• Provide guidance to the national consultant (or consultancy)
• Lead the pre-testing of the tools
• Lead the field research process
• Provide technical guidance to and oversee the data compilation process
• Analyse the findings of the study and compile the draft report with inputs from the national consultant(s)
• Finalise the report and present findings/suggestions to the task force or larger groups
• Prepare and lead the discussions on major future recommendations/strategies at the central level
• Prepare and submit final report to UNICEF

Working Conditions

As part of the submission document, the international consultant will develop a workplan, under which tasks to be carried out in-country and at distance will be specified. The consultant can carry out 1 long mission, or 2 separate missions to Nepal, depending on his/her availability, workplan, and task distribution with the national consultants. While in Nepal, the consultant will work outside the office, and will come to UNICEF office only for meetings. The consultancy will require meetings with task force members (especially Department of Education, National Centre for Educational Development, Curriculum Development Centre), other UNICEF programme sections, as well as with NGOs and other partners. The consultant will carry out field missions.

Qualifications

The international consultant will possess the following qualifications and profile:

• Advanced university degree in education or social sciences
• Minimum 10 years of experience required in the related field.
• Proven expertise in carrying out reviews and assessments on education in developing countries
• Strong international knowledge of Child-Friendly Schools and experience in devising models/strategies for scale-up
• Strong capacity to lead consultations with participants from different backgrounds
• Familiarity with UNICEF programmes an asset
• Familiarity with the Nepali or the South Asian context an asset
• Fluency in English, including excellent writing skills
• Willingness to travel in-country

Supervisor
The international consultant will report to the Education Specialist in charge of Formal Basic & Secondary Education in UNICEF Nepal.
