Asia NGO Jobs Vacancies GOAL has been working in Idlib, Syria since 2012 delivering humanitarian assistance to those affected by the civil unrest and armed conflict. To date the programme has focused on distributing Food and Non-food items directly and through vouchers. GOAL is currently operational in 3 Districts of Idlib and is in the process of expanding its operations to the rest of Idlib and to Hama.
General Description of the Role:
The main purpose of this position is to support and assist the Country Director (CD) and Senior Management Team (SMT) in the overall operational management of GOAL Syria. GOAL's ultimate aim is to build the capacity of national staff, minimizing expatriate input where possible and promoting self-reliance in the communities in which it operates.

Job location: Antakya, Turkey with travel to field sites
Reporting to: Country Director
Contract lengths: 12 months
Key Duties:
• Supervision of the logistical operations, including procurement, supply chain, asset management and fleet management at the various field and support sites.
• Review GOAL Syria’s operating systems and processes and work to ensure they enable the organisation to operate as efficiently as possible, whilst meeting compliance standards.
• Budget responsibility for all operational and running costs of the organisation, including capital assets and equipment.
• Ensure compliance of the Syria logistical operation with GOAL Logistics Manual and with Donor requirements.
• Manage the Logistics Coordinator and HR Manager and provide oversight of the functioning of these departments.
• Work with the Logistics Coordinator in ensuring that as far as possible goods and services are procured in Syria, whilst balancing efficiency and value for money.
• Assist the SMT in all aspects of planning, implementing, monitoring and evaluation of GOAL’s current operations.
• Input into donor proposals and budgeting to ensure that adequate operational support is planned for all programmes in Syria.
• Manage the HR function of the organisation, supporting the HR Manager with planning and review of country staffing structures and policies.
• Ensure that fair and legally appropriate HR policies are in place, updated and followed.
• Provide advice and support to Area Managers and the HR manager in dealing with HR issues, including payroll disputes and issues.
• Manage the IT operations in country.
• Liaise with Dublin Head Quarters in all operational issues and where directed by the Country Director, including HR, donor compliance and logistics.
• Carry out other duties as requested by the Country Director.
Requirements (Person Specification)
Essential:
• At least 3 years overseas experience gained in a post-conflict or resource-poor setting, ideally in a similar role,
• At least one year at a senior management level,
• Experience in dealing with institutional donors such as OFDA, ECHO, DFID etc..
• Strong demonstrable previous experience in operational planning, budgeting, implementation and review,
• Excellent attention to detail and ability to maintain and track large amounts of information accurately,
• Excellent interpersonal and management skills with the ability to quickly re-prioritise activities to meet the demands of the programme in a rapidly changing context,
• Good team player, flexible and able to work with a multinational country team,
• Commitment to capacity building national staff and nationalising positions where possible,
• Excellent analytical skills,
• Enthusiastic and willing to work unsociable and/or long hours to meet the needs of the programme.
