Asia NGO Jobs Vacancies Background:Nepal continues to exist in a critical transition phase after a decade long internal conflict claiming more than 16,000 lives. The signing of the Comprehensive Peace Agreement (CPA) in Nov 2006 brought a halt to the immediate violence; however there are still many issues to be resolved and new threats to peace are emerging as Nepal proceeds in consolidating its peace process. Threats to peace are no longer just a matter of returning to a situation of armed conflict. They also come from the lack of progress in restoring law and order, and in meeting people’s aspirations for a greater political voice, broader social and economic inclusion, and better access to resources, jobs and services, as well as tensions between emerging identity based political actors and frustrations with the lack of progress on federalism. Making peace last requires translating political momentum, and the progressive principles enshrined in the CPA, into real, tangible changes in the daily lives of people. There is considerable pressure to ensure this happens urgently, if the gap between expectations and concrete results is not to widen and public confidence in the peace process and the political parties is not to falter. The Constituent Assembly was dissolved in May 2012, bringing the Constitution making process to a halt. After a period of significant uncertainty and volatility, an interim government of sorts was established in the beginning of 2013 with a specific mandate to guide the country through elections later this year and/or in 2014, both for a Constituent Assembly/Parliament Legislature as well as possibly for local bodies. Considering the importance of these elections and the ensuing issues the elected bodies will have to deal with – including the finalization of the drafting of a new Constitution -, it is expected that the months leading up to these elections, the election itself and the months following are likely to witness tension rising across the country.
The UN plays an important role in Nepal’s transition; however, previous major UN peace-building mechanisms have withdrawn (UNMIN departed Nepal in January 2011, OHCHR in the second quarter of 2012 and OCHA is phasing out). Residual responsibilities have been assumed by an integrated Resident and Humanitarian Coordinator’s Office (RCHCO) which has an expanded number of staff in Kathmandu and a network of three Field Coordination Offices (FCOs) which are piloting a new approach to managing such transitions through the Transition Support Strategy (TSS). The TSS aims at strengthening the UN Country Team (UNCT) and the UN system’s capacity to: provide peace building support and address emerging peace building challenges; strengthening the attention to the long term development dimensions of the peace process; and maintaining a flexible humanitarian and development response capability to respond to crises that could risk de-stabilizing the peace process. In addition to serving the UNCT, it serves the wider donor community and the government with a wide range of products and services.
The UNCT and the Government of Nepal signed an UNDAF in September 2012. Its implementation has just started and is expected to run till end 2017. The country analysis that preceded the UNDAF was centred on the concept of vulnerability and its underlying root-causes. The UNDAF that followed is built around ways in which to address such root-causes with a clear aim at improving the lives of Nepal’s most vulnerable population groups. Some of the UNDAF outcomes are innovative and challenging, in particular as they cut across agencies’ and ministerial mandates and focus on people rather than on sectors. One example of this is an outcome that will attempt to deal with discrimination and stigma. Efforts in the years ahead will be in maintaining this focus on addressing root-causes of vulnerability, ensuring close cooperation between UN agencies to do so, and ensuring that the governance mechanisms established to support the UNDAF implementation continue to operate effectively and efficiently. Each of the seven outcome areas will have an outcome coordinator who will have a double reporting line, including one to the head of the RCHCO. The RCHCO itself has, on an interim basis, been given the role of being the outcome coordinator for the outcome that deals with rule of law and outcome 10 that deals with Nepal’s integration with the rest of the world.
The expanded office has about 35 staff at the moment (about half in the field and half in Kathmandu), though its structure, set-up, and number of staff are likely to change in the months to come.
Description of Responsibilities :Summary of Key Functions:• Managing the RCHCO• Planning and implementing the Transition Support Strategy• Planning and implementing the UNDAF governance structure, M&E framework and fundraising strategy• Managing coordination processes• Coordinating outcome area 4 of the UNDAF (Rule of Law)• Advocacy• Common Services and Common PremisesManaging the RCHCO• Coordinate all activities emanating from the RCHCO, set priorities, develop the annual work-plan and ensure follow up and feedback.• Ensure contractual issues and budgets are well managed.• Actively manage performance of all staff in the RCHCO and support strong cooperation and synergies between different units and offices, between Kathmandu and the field, and between international and national staff.• Manage the Field Offices and in particular ensure a strong linkage between the Field Offices and Kathmandu based staff.• Manage and coordinate the preparation of the RC Annual Report, contribute to the drafting of this document and ensure the participation and involvement of all agencies in the process. The same task is expected for all questionnaires, reports and important correspondence required from the RC or his office.• Manage the funds-request and allocation process with the Development Operations Coordination Office (DOCO). Monitor and control the usage of these funds, review transactions and prepare expenditure reports.• Manage the TSS budget, ensure its proper allocation and ensure timely reporting on its use.• Mentor and coach RCHCO staff, with particular attention to the coaching of the new management team in the field.Planning and implementing the Transition Support Strategy• Ensure the continued preparation and delivery of high quality and consistently delivered field bulletins, monthly updates and other TSS products and services that narrow the knowledge gap between Kathmandu and the rest of the country, and vice versa.• Adjust, successfully implement and monitor the RCHCO results-framework.• Mobilize resources for the post-2013 implementation of the TSS.• Conduct regular field visits and office-wide planning meetings to ensure consistent and high-performance implementation of the TSS across all parts of the RCHCO.• Together with the peace building advisor in the RCHCO, be the driving force and secretariat for the UN System Framework Team that has been established around the RC to contribute to conflict prevention, early warning and early action in the months and years ahead.• Oversee the work of the Information Management Unit.• Work closely together with the DPA Liaison Unit on the above issues where appropriate.Planning and implementing the UNDAF governance structure, M&E framework and fundraising strategy• Mobilize resources for the new UNDAF-related RCO structure.• Facilitate and support the overall UNDAF Steering Committee and UNDAF Outcome Steering Groups, leading to well prepared, facilitated, and followed-up meetings and other initiatives.• Ensure the UNDAF M&E framework is followed-through and well reported upon.• Ensure the continued preparation of tools and instruments for a more effective implementation of the 2013-2017 UNDAF, including district profiles, bottleneck analyses, 3Ws, indicator protocol sheets, indicator perception survey, gender scorecard, vulnerable group champions etc.• Mobilize resources for a thematic multi-donor fund in the area of discrimination and stigma, and potentially other outcome areas.• Advise the RC and UNCT on UN system joint programming opportunities in the context of UNDAF implementation and monitor UN joint programming implementation.• Advance the UN reform agenda and UN system coherence.Managing coordination processes• Support increased and improved coordination between development partners, including by leading certain thematic working groups that draw their participants from across the UN and other multilateral and bilateral development partners.• Manage the UNCT meeting schedule and other important meetings chaired by the RC as required.
