Nepal: – monitoring program Consultant to strengthen child protection

UNICEF Regional Office for South Asia is currently seeking a competent consultant to work as Consultant – Strengthening Child Protection programme monitoring for a total period of five months.
Background/Context
In 2010 UNICEF launched its refocus on equity to ensure that UNICEF is as effective as possible in the protection and promotion of children’s rights. At the core of this is the monitoring of results for equity system (MoRES). MoRES provides a platform for strengthening the situation analysis, strategic programming, decentralized monitoring and managing for results to achieve the desired outcomes for the most disadvantaged and hardest to reach children. A key component of MoRES implementation is the identification of bottlenecks and barriers to effective systems, services and positive practices, the development of strategies to address these in relation to demand, supply, the enabling environment and quality and finally and importantly, the implementation of real time monitoring linked to programmatic improvement and adjustment.
MoRES consists of four levels of monitoring and feedback all of which provides the basis upon which sound evaluations can be planned:
• Level 1 – situation analysis, strategic planning and programme development
• Level 2 – monitoring agency specific programme implementation
• Level 3 – periodic decentralized/desegregated monitoring of intermediate outcomes
• Level 4 – monitoring final outcomes and impact
With the roll out of MoRES globally and its mainstreaming into regular programming, UNICEF Regional Office for South Asia (ROSA) has been supporting Country Offices (COs) in the implementation of MoRES, particularly supporting the roll out of level three monitoring as described above. This support is based on enhancing the underlying monitoring and evaluation (M&E) system within UNICEF Country Offices (COs). With regard to child protection, so far three COs have worked on implementing level three monitoring in relation to specific issues: Bangladesh (birth registration and child marriage), Nepal (child protection services) and Pakistan (birth registration). Other countries are in the early stages of applying MoRES and particularly level three monitoring in child protection. In line with ROSA’s strategy regarding roll out of MoRES (October 2012) and to strengthen programme monitoring, additional technical support to COs is required in relation to child protection.
Goal/Objective
The main objective is to provide technical support to COs in strengthening programme monitoring, particularly level three monitoring, with a focus on indicator and tool development, interpreting and analysing data and exchange of good practices and lessons across the region.
Terms of Reference/Work Relationship
Under the general guidance of the Regional Advisor Child Protection the consultant will:
• Develop a work plan for 5 months.
• Stock take, map and document where COs are with regard to level three monitoring and CP.
• Keeping in mind that COs are all at different stages regarding the implementation of level three monitoring, provide support to COs in the implementation of level three monitoring, including:
  • input and review of the bottleneck analysis
  • selection of indicators and monitoring strategies
  • review of collected data and analysis
  • developing/strengthening and improving existing systems and tools to collect data
  • link with level four monitoring.
The consultant will work in coordination with the Planning section to link the above mentioned support to the roll out of the regional MoRES strategy in a cross-sectoral way. This may include providing and strengthening cross-sectoral support when relevant, such as in cross-sectoral support missions, review of combined monitoring systems, and contributing to the ROSA MoRES DropBox.
• The level three monitoring related tasks will also take into account specific requests received from COs, as follows:
  • support to prevalence survey on child protection issues (Nepal)
  • support to level three monitoring – prevention of child marriage (Bangladesh)
  • technical assistance to development of equity-based M&E framework for CP within the one UN Programme (2014-2018) (Bhutan).
  • technical assistance for child protection programme M&E, including indicator development, and building of government administrative data collection systems regarding child protection (Sri Lanka).
  • It will also take into account links with other programme sectors.
• Carry out other relevant duties that may be assigned by the supervisor.
Output - Results (Deliverables)
  • A five month work plan;
  • A stocktaking/mapping document of implementation of level three monitoring to date;
  • At least 3 COs supported with implementation of level three monitoring and support provided documented;
  • Action undertaken and completed on the specific support requests from 4 COs as per UNICEF ROSA’s country support database.
  • Webinar with all COs in the region.
Duration of the contract
The consultancy will initially be for 5 months (1 August – 31 December 2013). The consultant will be paid on a monthly basis based on the submission of a monthly report of activities undertaken and progress made towards the objective.

Working Conditions
The consultant will be based in Kathmandu, Nepal. Given UNICEF ROSA’s temporarily relocation, workspace and desk cannot be guaranteed throughout the period of the assignment and the consultant may be required to work from his/her location in Kathmandu. UNICEF will provide the consultant with a computer. The consultant will be responsible for his/her own medical and other relevant insurance.
In case the consultant will be coming from outside Nepal, DSA according to the UN rate will be provided for the first 10 days and travel expenses from the home country to and from Kathmandu will be covered by UNICEF, according to the most direct and cheapest route.
The consultant will travel within the South Asia region if and when required.

How to apply:
Qualification
  • Education: Advanced university degree in social sciences, statistics, demography and/or a discipline relevant to monitoring.
  • A minimum of eight (8) years of experience in setting up programme M&E systems, including development of indicators, data collection methods and tools, evaluation frameworks/design, capacity development on M&E, preferably in a development setting and in the area of child protection.
  • Understanding and/or proven experience in building data systems with commensurate skills in analysis.
  • Experience and familiarity with UNICEF and UNICEF government partners by sector as relevant to the child protection field.
  • Ability to express clearly and concisely ideas and concepts in written and oral form.
  • Able to translate strategic direction into plans and objectives.
  • Ability to analyse and integrate diverse and complex quantitative and qualitative data from a wide range of sources.
  • Ability to quickly build rapport with individuals and groups and maintain an effective network of individuals across organizational departments.
  • Able to work effectively in a multi-cultural environment.
  • Knowledge of computer systems and applications.
  • Language: Fluency in English.
